As we all know, all the exports or imports in every country will have to go through the customs checking, in China, this inspection task is carried out by China Commodity Inspection Bureau (CCIB). For some oversea buyers, they may ask since the CCIB will inspect the goods, then what’s the purpose for a third party inspection, are we wasting our money in nothing? Of course not! Why? Because, in fact, the third party inspection plays a completely different role with the CCIB inspection in export, which can be illustrated briefly as below.
Firstly, CCIB conducts mandatory inspection only on the items listed in the National Lawful Inspection Directory. Factories have to apply and pass this CCIB inspection in order to get the governmental approval for export. The buyers usually will not have any access to the CCIB inspection report.
However, third Party inspection agents receive the entrusting from buyer to conduct inspections on any appointed goods. Inspection report will be sent to buyers for their reference to the goods quality, and then buyers can further decide whether to take or reject the cargo before shipment, to avoid potential risk of bad quality or serious loss resulted.
Second, CCIB follows the prescribed national standards for inspection, instead of referring to the standards and regulations of the destination countries. At the same time, in order to promote exports, the standards are usually relatively very low and loose.
While the third party inspection will strictly follow the buyers’ demands, and the standards and regulation required in the destination country, in order that the goods meets buyers requirements, and can be imported and sold in the destination market.
Third, CCIB conducts inspection on the products sent by factory for the purpose of export registration, instead of selecting the goods from factory by themselves. Repeat inspection will not be conducted unless major problems happen or factories file for export registration. Thus, the inspection result usually can’t represent the overall quality of the goods, neither quality of each dispatch. What’s more, the inspection is mainly about test on safety, hygiene, health and environmental-friendliness, and will not have an overall quality check on the whole product from a consumer’s point of view.
Yet, the third party inspection agents select the samples according to buyer’s demand or AOQ of each dispatch, to make sure the dispatch is correctly and sufficiently checked in terms of quantity, workmanship, function, packaging, safety, hygiene, health and environmental-friendliness, etc, any aspect buyers would love to know.
All in all, third party inspection is tailor-made and customized, serving as buyers’ quality controller.
