What is the EU standard for Food Contact Materials (FCMs)?

EC1935/2004 stands for Regulation (EC) No 1935/2004 of THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 27 October 2004-on materials and articles intended to come into contact with food. It is the No. 1935 regulations, which occurred in 2004 in EU.

It is landmark European legislation for the food industry and covers materials and objects intended to come into contact with foods, namely so-called Food Contact Materials, which sets out the general principles of good manufacturing practice, safety and inertness for FCMs, but not limited.

EC1935/2004 prescribes that the migration of substances (contaminants) between the relevant materials and the food must remain within specific tolerances to avoid contamination and adverse taste changes.

FCMs should be sufficiently inert so that their constituents neither adversely affect consumer health nor influence the quality of the food. To ensure the safety of FCMs, and to facilitate the free movement of goods, EU law provides for binding rules that business operators must comply with.

What kinds of products / materials need to be tested by EU standard?

  • Containers and kitchen utensils, including household appliances intended to come into direct contact with food;
  • Packaging and packaging methods, including cans, bottles and films used to contain, preserve or protect foodstuffs;
  • Materials, machinery and equipment used in the production, storage and transport of food (cooking and freezing equipment, tankers, vats, mixers etc.);
  • Teats and soothers for infants;
  • Active materials such as freshness labels;
  • Other miscellaneous objects such as napkins, fruit baskets etc.

    All European country member is applicable for 1935/2004/EC standard. Besides this, some related countries have their own regulation for Food Contact Materials.
